PRE-INSPECTION AGREEMENT
Home
Inspectors are licensed by the NYS Department of State. Home
Inspectors may only report on readily accessible and
observed conditions as outlined in this pre-inspection
agreement, Article 12 B of the Real Property Law and the
regulations promulgated thereunder including, but not
limited to, the Code of Ethics and Regulations and the
Standards of Practice as provided in Title 19 NYCRR Subparts
197-4 and 197-5 et seq. Home Inspectors are not permitted to
provide engineering or architectural services.; and If
immediate threats to health or safety are observed during
the course of the inspection, the client hereby consents to
allow the Home Inspector to disclose such immediate threats
to health or safety to the property owner and/or occupants
of the property. The
inspection and written report are performed and prepared for
the sole, confidential, and exclusive use and possession of
the CLIENT; the report is non-transferable.
The
written report will include the following:

general
exterior, including grading and drainage, roof, chimney, siding, windows,
and doors
-
structural condition of foundation
and frame
-
electrical, plumbing, water heater, heating, and
central air
conditioning
-
general
interior, including ceilings, walls, floors, windows,
doors, and insulation
Maintenance and other items may be discussed but are not
part of the inspection. For safety, spaces less then 36”
high will not be entered. The report is not a compliance
inspection or certification for past or present governmental
codes or regulations of any kind and is only based on the
inspector’s opinions. Remaining life
expectances of components cannot be predicted with any
accuracy, as relatively new systems can
fail without warning.
The
inspection will be of readily accessible areas of the
building and is limited to visual observations of apparent
conditions existing at the time of the inspection. Latent
and concealed defects and deficiencies are excluded from the
inspection; equipment, items, and systems will not be moved
or dismantled. Detached structures are not included. Unless
conditions dictate otherwise, the roof inspection will be
conducted from grade using binoculars so as not to cause any
damage to roof coverings. The COMPANY will be under no
obligation under any circumstances for any further follow-up
inspection.
Unless
agreed upon in advance: ENVIRONMENTAL HAZARDS including lead
pipes/solder, radon, asbestos, urea formaldehyde, toxic
wastes, polluted water, contaminants and all pollutants and
hazardous material will not be part of the
survey/inspection. Auxiliary systems such as Alarms, Solar,
Security, Sprinkler, Water Treatment Systems, Elevator,
Intercom, Central Vacuum, Swimming Pools, Portable Space
Heaters, Room Air Conditioners, Appliances, Jacuzzis, Spas,
Saunas, or any system not considered a part of the major
building systems will not be a part of the inspection
process. In addition, no inspection for household insects,
rodents, or wood-boring insects will be performed. We do not
perform tests on mold or asbestos; testing verification
should be conducted by an approved NYS laboratory.
